A ten cent surcharge on every container proffered by take-out places. In other words, when McDonalds gives you a bag of “food” and a drink, they pay the city twenty cents, which, of course, they pass on to you. This helps offset the cost when you throw the bag and the cup into the street…or my yard.
It also generates a lot of revenue for the city.

So… how would the old police station fit into this plan?

It’s where you dump your sacks and get your twenty cents back. Simple, really.

Now, THIS is something that might fly in Hooterville.

It has flown in several cities. There are a number of communities who have tried this with success.
