Why doesn’t the fire dept. respond to rural fires?

Q. When did the Manhattan Fire Department quit responding to calls in the rest of Riley County? When someone has a car accident outside of town, they send a fire truck. When they have a fire and live outside of town, they don’t — instead, they call the rural fire districts. Doesn’t that seem backwards? Where I live north of town, it would take the Manhattan Fire Department maybe 5 minutes to get to my house from the station on Kimball. But it might take the rural fire district 45 minutes.
