Why do people choose to expose themselves to serious health risks?

To the Editor:
A very perplexing situation is rising up out of the smoke, so to speak.

We have recently had the federal government wanting to shut down many coal-fired power plants (undoubtedly raising the cost of electricity for the least able to afford it, the low income tax payer, that is) because of the particulate matter from burning that coal, affecting the air quality of those downwind from the facilities.
