Why aren’t inmates picking up trash?

Q. As I travel around the outskirts of Manhattan and on the main roads I can’t seem to help but notice all the trash in ditches. With the number of Adopt-a-Highway groups backing out of volunteering, I got to wondering… We have inmates in the Riley County Jail who are getting three meals a day and a bed to sleep on and we have other people doing community hours for punishment. What would it take to have these people out cleaning up our county?
