Was it illegal when the school district failed to withhold taxes?

Q: I thought it was a violation of state law for an employer to fail to withhold and remit an employee’s income tax to the state. Why is the school district putting the burden on the teachers to pay out of their own pockets for any penalty incurred?  At an estimated maximum cost of $12,000, it seems a reasonable price for this district to pay for its own error.
