Solicitor arrested for not having a permit

Riley County officers arrested another man for soliciting without a Manhattan city permit, this time at the Manhattan Town Center.

Lt. Stephen Boyda said that mall security notified the RCPD of a solicitor approaching mall patrons at noon on Saturday. When officers arrived, they questioned Robert Kavanaugh Dailey, 23, Meridian, Idaho.

Dailey told officers he was with a group of three other solicitors who were selling magazines for a company called Midwest Circulation LLC, based out of Cameron, Mo.

Because Dailey does not have a local address, officers arrested Dailey for soliciting without a Manhattan city permit instead of citing him. He has since been released on $128 bond.
