How ‘adequate’ and ‘valid’ can projections for NBAF be?

The goal of the National Academy of Sciences in the NBAF hearings is to judge whether the science underlying the biolab’s design is “adequate” and “valid.” But at least two major issues remain beyond today’s knowledge: the changing nature of the germs to be studied and how to shoehorn a safe lab into a fixed and unpredictable budget.
