Free water to schools was an ethical, not a legal, issue

To the Editor:
I am disappointed in the City of Manhattan’s determined course to deny free water service to schools and churches.  This seems to me more of an ethical issue, rather than a legal one.  When the city decided to pursue a court ruling that negates the agreement in 1887 with the Purcells, it established an alarming precedent.  Instead of honoring agreements of this kind, the city may ignore such.
