Summary: An EA for the proposed reconfiguration of Henry Drive at Fort Riley has been prepared in accordance with the National Environmental Policy Act, Council on Environmental Quality Regulations, 40 Code of Federal Regulations (CFR) 1500 et seq., and 32 CFR 651 Environmental Analysis of Army Actions. This EA analyzes potential environmental consequences of the proposed construction of a roundabout and installation of a new Henry Drive near Marshall Army Airfield (MAAF). The purpose of the Proposed Action is to address traffic congestion and driver safety at Henry Drive near the airfield. Reconfiguration of Henry Drive is the Preferred Alternative. A second alternative is "No Action". Under the "No Action" Alternative, Fort Riley would not reconfigure Henry Drive. This EA analyzes the effect of each alternative on abiotic and biotic resources, cultural resources, and the sociological environment. The EA concludes the following: 1. The Preferred Alternative would meet the Army's purpose and need by improving traffic flow and driver safety during peak travel times near MAAF. No significant adverse environmental effects are anticipated a result of implementation of the Preferred Alternative. 2. The "No Action" Alternative would not address Fort Riley's traffic congestion and roadway infrastructure shortfall at Henry Drive near MAAF.
