Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain Published in The Manhattan Mercury on Sunday, October 4, 2015. To: All interested Federal, State and Local Agencies, Groups and Individuals This is to give notice that the State of Kansas, Riley County, Kansas and the City of Manhattan, Kansas, are conducting an evaluation as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential effect that its activity in the floodplain and wetland will have on the human environment for the Wildcat Creek Watershed Resiliency Project grant application under National Resilient Disaster Recovery FR-5800-N-29A2. The Wildcat Creek Watershed Resiliency Project is to address flooding issues along Wildcat Creek by constructing over 4,000 acre feet of stormwater infrastructure on public and private lands, including dry detention basins, watershed ponds and wetland, mitigate approximately 40 existing structures prone to flooding through elevating the building or acquiring the property, creating over 240 acres of green space and park land, and constructing 5 miles of trails within the 1% Annual Chance Floodplain (100-Year Floodplain). These activities will occur in approximately 350 acres of the 1% Annual Chance Floodplain (100-Year Floodplain) along Wildcat Creek and its tributaries. The proposed projects are located various locations in Manhattan, Kansas and Riley County, Kansas There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
