Project: Kansas Wheat Innovation Greenhouse Owner: Kansas Wheat Innovation Center Architect: BBN Architects Inc. 228 Poyntz Avenue Manhattan, Kansas 66502 BBN Project Number: 15004 The Kansas Wheat Innovation Center (the Owner) is soliciting bids for the construction of a new greenhouse complex, interior finishes, construction of support facilities, and tie-in to existing facilities (Work). A prebid conference for all bidders will be held at the Project Site on August 30, 2016 at 1:30 p.m., local time. Prospective bidders are required to attend. Bids shall be on "Stipulated Sum " basis. The Owner will receive sealed bids until 2:00 pm, local time on September 13, 2016 in the conference room at the offices of the architect, BBN Architects, Inc. Bids will be thereafter opened in the presence of the bidders and read aloud. Bids received after this time will not be considered. The Owner may elect to issue bid tabulation sheet after Contract Award. Bid may not be modified, withdrawn or canceled by the bidder for a period of sixty days (60) days following the time and date designated for receipt of bids, and Bidder so agrees in submitting a bid. A Notice to Proceed will be issued by the Owner at completion of bid evaluation and selection of successful bidder. Substantial Completion of the Work shall be achieved within 220 calendar days from date of written Notice to Proceed. The Contractor shall work overtime as necessary to complete the project. Costs associated with overtime and accelerated forces for delivery of materials shall be borne by the Contractor. Work is subject to liquidated damages of $500.00 per calendar day past date of Substantial Completion. Bidding Documents may be examined at the Architect's office, and through Construction Market Data and F.W. Dodge Division McGraw-Hill Information Systems Company. Bidding Documents may be obtained at the Architect's office upon receipt of cash or check made payable to the Architect, in the amount of $25.00 for each set of documents. Documents will be in .pdf format on compact disc. All questions regarding the Bidding Documents shall be submitted to Patrick Schaub, BBN Architects, Inc. Bidders shall provide Bid Security in the form of a Bid Bond, or a certified check, payable to the Owner in the amount of a sum no less than 5 percent of the Bid Price. Federal, State and local taxes shall not be included with the bid. Federal Funding Disclosure: This project will be partially funded with Federal funds from the US Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program. Wage Rate Requirements: As a condition of Economic Development Administration (EDA) investments, awards under this Bidding Process are subject to Davis-Bacon wage rate requirements. Buy America: Equipment or products to be purchased with EDA award funds must be America made, to the maximum extent possible, in accordance with Public Law 103-121, Sections 606 (a) and (b). The Owner reserves the right to waive any informalities and or irregularities in the bid and to reject any or all bids if it is in the Owner's best interest to do so. Unless all bids are rejected, the Owner intends to award a construction contract to the lowest responsible bidder who can also demonstrate past successful experience with the construction of projects of similar scope and complexity including the construction of research greenhouses. The Owner intends to accept alternates in the numbered order in which they are listed in the schedule of alternates included in Section 01 23 00, Alternates, up to the limits of available funding. The Owner may cancel this project at any time prior to the complete execution of the construction contract. Neither the Owner nor any of its employees, consultants or agents shall be responsible for any bid preparation costs, costs or charges of any type, should all bids be rejected or the project canceled for any reason prior to the complete execution of a construction contract.

CLOSURE OF FOUR CORNERS GATE U.S. ARMY GARRISON FORT RILEY, KANSAS Agency: United States Army, Department of Army Action: Notice of Availability for the Environmental Assessment (EA) for Closure of Four Corners Gate, U.S. Army Garrison Fort Riley, Kansas. Summary: An EA for the proposed closure of the Four Corners Gate at Fort Riley has been prepared in accordance with the National Environmental Policy Act (NEPA), Council on Environmental Quality Regulations, 40 Code of Federal Regulations (CFR) 1500 et seq., and 32 CFR 651 Environmental Analysis of Army Actions. This EA analyzes potential environmental consequences of the Proposed Action. The purpose of the Proposed Action is to enable Fort Riley to return the Soldiers that currently operate the Four Corners Gate to mission-related activities. Closure of the Four Corners Gate is the Preferred Alternative. A second alternative is "No Action". Under the "No Action" Alternative, Fort Riley would not close the Four Corners Gate. This EA analyzes the effect of each alternative on abiotic and biotic resources, cultural resources, and the sociological environment. The EA concludes the following: 1. The Preferred Alternative would meet the Army's purpose and need by enhancing the readiness of Soldiers that would return to unit training after the closure of the Four Corners Gate. No significant adverse environmental effects are anticipated as a result of implementation of the Preferred Alternative. 2. The "No Action" Alternative would not close the Four Corners Gate and would not enable more Soldiers to train with their units, and thus would not fully support the military mission.
