    RESOLUTION NO. 032017-14 Published in The Manhattan Mercury on March 23, 2017. A RESOLUTION AMENDING THE MANHATTAN URBAN AREA COMPREHENSIVE PLAN, DATED MARCH 2015 BY THE ADOPTION, BY REFERENCE, OF THE "BIG BLUE AND KANSAS RIVERS FLOODPLAIN MANAGEMENT PLAN, DATED NOVEMBER 2016" WHEREAS, following a public hearing on March 2, 2015, the publication known as the "Manhattan Urban Area Comprehensive Plan, dated March 2015" (the "MUACP") was adopted as the current comprehensive plan for the development or redevelopment of the Manhattan Urban Area by the Manhattan Urban Area Planning Board (the "MUAPB") with the adoption of MUAPB Resolution No. 030215-A and by the Riley County Planning Board (the "RCPB") with the adoption of RCPB Resolution No. 030215-A; and WHEREAS, the Board of Commissioners of Riley County, Kansas, pursuant to K.S.A. 12-747, adopted and approved the MUACP, by adoption of Resolution No. 032315-07, dated March 23, 2015; and WHEREAS, the MUACP currently consists of the base document, which is actually entitled the Manhattan Urban Area Comprehensive Plan, dated March 2015, and ten other separately bound documents, which are incorporated into the base document, and which are entitled: 1. The Poyntz Avenue Corridor District Plan; 2. The Grand Mere Community Master Plan; 3. Downtown Tomorrow, A Redevelopment Plan For Downtown Ma nhattan, Kansas; 4. The Manhattan Area Transportation Strategy dated March 2015; 5. The Aggieville-Campus Edge District Plan, dated August 2005; 6. the Eureka Valley - Highway K-18 Corridor Plan, dated April 2013; 7. The Gateway to Manhattan, dated April 2011; 8. The US 24 Corridor Management Plan, dated November 2009; and 9. The Wildcat Creek Floodplain Management Plan, dated November 2013; and 10. The Hartford Hill Master Plan, dated September 2015 and WHEREAS, the Manhattan Urban Area Planning Board desires to amend the Manhattan Urban Area Comprehensive Plan, in order to guide the development or redevelopment of the Manhattan Urban Area and the City of Manhattan, Kansas, by incorporating into the MUACP that certain document known as the Big Blue and Kansas Rivers Floodplain Management Plan, dated November 2016; and WHEREAS, the Big Blue and Kansas Rivers Floodplain Management Plan, dated November 2016, provides guidance for managing and reducing flood hazards along the Big Blue and Kansas Rivers and its tributaries, and for maintaining and enhancing natural floodplain assets and related land resources within the floodplain. Managing and reducing flood risk is a shared responsibility of local communities, the county, state, and federal agencies. The Plan inventories flood hazards along various reaches of the Big Blue and Kansas Rivers and its tributaries and provides a description of the public engagement process, goals and objectives, strategies and tools, and the Action Plan for achieving the goals. The Big Blue and Kansas Rivers Floodplain Management Plan is a sub-part of the Riley County Multi-Jurisdiction Hazard Mitigation Plan, which is the local comprehensive emergency response and mitigation plan; and WHEREAS, following their public hearing a majority of the Manhattan Urban Area Planning Board approved Resolution No. 120516-A amending the Manhattan Urban Area Comprehensive Plan by incorporating into the MUACP the Big Blue and Kansas Rivers Floodplain Management Plan, dated November 2016; and WHEREAS, following their public hearing a majority of the Riley County Planning Board members approved Resolution No. 031317-A amending the Manhattan Urban Area Comprehensive Plan by incorporating into the MUACP the Big Blue and Kansas Rivers Floodplain Management Plan, dated November 2016. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF RILEY COUNTY, KANSAS: SECTION 1. The amendment of the "Manhattan Urban Area Comprehensive Plan, dated March 2015" (the "MUACP") to incorporate the Big Blue and Kansas Rivers Floodplain Management Plan, dated November 2016 is hereby approved, adopted and incorporated into this resolution by reference. SECTION 2. The list of "Related Plans and Policy Documents" contained in Chapter 3 and Appendix B of the MUACP shall henceforth be read to include the Big Blue and Kansas Rivers Floodplain Management Plan, dated November 2016. SECTION 3. Following this amendment, the Manhattan Urban Area Comprehensive Plan, dated March 2015, shall consist of eleven other separately bound documents, which are incorporated into the base document, and which are entitled: 1. The Poyntz Avenue Corridor District Plan; 2. The Grand Mere Community Master Plan; 3. Downtown Tomorrow, A Redevelopment Plan For Downtown Manhattan, Kansas; 4. The Manhattan Area Transportation Strategy, dated March 2015; 5. The Aggieville - Campus Edge District Plan, dated August 2005; 6. the Eureka Valley - Highway K-18 Corridor Plan, dated April 2013; 7.
